We believe that governments were instituted by God for the benefit of man; and that he holds men accountable for their acts in relation to them, both in making laws and administering them, for the good and safety of society. Doctrine & Covenants 134:1
Section 134 of the Doctrine and Covenants is a very interesting Section. It deals with civil government, rather than religious government. This may seem strange to some, but it is another testimony that, to the Lord, all things are spiritual.
教義と聖約134章はとても興味深いです。そこには宗教政府ではなく、民事政府について述べられています。人によっては奇妙に感じるかもしれませんが、主にとって、すべての事柄は霊に関わるという証のひとつです。
This revelation was received by the Prophet Joseph Smith at a conference held in Kirtland in August of 1835. The purpose of the conference was to approve the first edition of the Doctrine and Covenants. Section 134 was added as a final Section, by the approval of the conference.
この啓示は、1835年8月にカートランドで開かれた大会で預言者ジョセフ・スミスが受けたものです。大会の目的は、教義と聖約の初版を承認することでした。大会での承認によって134章が最終章として追加されました。
The main reason for this revelation was to explain to those who were persecuting the Church what we believe in. It explains that we fully support the government and describes our duties relative to the government.
この啓示の主な理由は、私たちが信じていることを教会を迫害している人々に説明することでした。それは私たちが政府を完全に支持し、政府に対する私たちの義務を説明しています。
It is an amazing document. None of the members of the Church had been political science majors at a university. Very few of the members had even had any formal education beyond the basic elementary school level. Joseph Smith had only been able to attend school for a very short time.

Yet, this statement of belief in the duties and powers of a government, along with our duties to that government, is a masterful and succinct overview that is a model for all governments on the earth.

The Prophet opens by saying that we believe that governments are necessary and that they were established by God. Governments are to make laws that benefit their citizens and the citizens of that government have a duty to support and sustain the government. He goes on to say that governments require civil officers, such as judges, policemen, and lawmakers. We are urged to seek out honest individuals to hold those civil offices.
預言者は、政府は必要であり、政府は神によって設立されたと信じているとまず述べています。政府は市民に利益をもたらす法律を制定する必要があり、その政府の市民は政府を支援し維持する義務があります。彼はさらに、政府は裁判官、警察官、議員などの公務員を必要としていると述べています。これらの公職に就くための信頼できる人を探すことを求められます。
We are taught that government and religion are completely separate and that a government does not have the right to force its citizens to accept and follow only one religion. Everyone should have the freedom to choose the religion that they want to follow, or even to follow no religion at all.

The Prophet teaches us that, as citizens of a particular nation, we have a duty to uphold the laws of the nation and that the laws should be the result of the voice of the people. He also teaches us that we have a duty to respect and honor civil authorities, and that open rebellion against the government is wrong. If there are laws that are unjust, we have a right and a duty to work to change those laws, but only by legal and lawful means.
預言者は、自国の市民として、私たちはその国の法律を守る義務があり、法律は人々の声を反映したものであるべきだと教えています。彼はまた、私たちには民間当局を重んじ、尊重する義務があり、政府に対する公然たる反乱は間違っていると教えています。不当な法律がある場合、私たちにはそれらの法律を変更するために働く権利と義務がありますが、それは合法かつ法律に従った手段によってのみです。
As we see the increasingly contentious political environment that exists in many countries today, we can only marvel at the wisdom in this revelation. If all countries, all nations, and all citizens of the nations would follow this counsel, what a different world we would have.
今日多くの国でますます論争の的になっている政治環境を見ると、私たちはこの啓示の知恵に驚かされます。 すべての国、すべての民族、そしてすべての市民がこの勧告に従うならば、世界がどんなに変わるでしょう。
As we go through this coming week, let’s ponder the principles contained in this revelation. Let’s think about what we can do, as citizens of our own countries, to follow this counsel. Let’s do our best to be better citizens and to take an active part in seeking out and appointing wise and just individuals who will make and enforce good laws. Let’s show the world that we believe in following the words of the Prophet.
